A partir de enero de 2006 no se podrá vender tabaco a menores de 18 años ni fumar en los centros de trabajo, según establece un anteproyecto de ley que estudió ayer el Consejo de Ministros. La futura ley de Prevención del Tabaquismo, que incorpora una directiva de la UE sobre limitación de la publicidad y el patrocinio a cargo de compañías tabaqueras, no prevé que el Estado sufrague el coste de los tratamientos para dejar de fumar. La lista de espacios donde estarán proscritos los cigarrillos es amplísima e incluye desde hospitales a museos, pasando por centros docentes y polideportivos cubiertos.
Para las autoridades sanitarias, abandonar la dependencia de la nicotina no es una cuestión económica. El planteamiento que defiende la ministra de Sanidad, Elena Salgado, consiste en que quien tiene dinero para fumar, también lo tiene para dejar el hábito. No en vano, un fumador empedernido puede llegar a aspirar el humo de medio millón de cigarrillos, coste que excede en mucho el precio de cualquier terapia. No obstante, Sanidad estudia asumir el gasto que ocasionen los tratamientos dirigidos a grupos profesionales cuyo comportamiento se pretenden sea modélico, como docentes y profesionales sanitarios.
Estará completamente prohibido el humo del tabaco en cualquier lugar donde se preste atención al ciudadano, centros de atención social a menores de 18 años, mercados, sitios donde se transformen, elaboren y preparen alimentos, recintos de cajeros automáticos, medios de transporte colectivo (incluidos los aéreos), estaciones de autobús (salvo que estén al aire libre), ferrocarriles, aviones, etc.
La ley prevé la posibilidad de que algunos establecimientos, como restaurantes y lugares de ocio que tengan una superficie superior a los cien metros cuadrados, puedan acondicionar zonas para que los adictos a la nicotina echen un pitillo. Las 'reservas' para fumadores también se podrán habilitar en cines, teatros y otros espectáculos públicos que se ofrezcan en lugares cerrados, centros de atención social y aeropuertos.
Los espacios permitidos a los fumadores habrán de estar separados del resto de las dependencias y contar con sistema de ventilación independiente, además de estar señalizados. En los bares y restaurantes donde no esté prohibido legalmente fumar se deberá anunciar si el dueño autoriza o no el consumo.
